Cabinet Office appoints ambassadors to support public service mutuals

The Cabinet Office has recently appointed a second wave of Mutuals Ambassadors to help support newly spun-out public service mutuals and those considering the possibilities of spin-out.

Eleanor Cappell, of the Young Foundation, whom some of you will know well, is one of this second wave. Congratulations, Ellie.

Since 2010 the number of public service mutuals has increased from 9 to at least 58 with some 40 projects in the pipeline. In the same time, the services in which mutuals are developing has diversified from four (Health, Social Work, Education and Leisure) to twelve (including Fire Services, Housing and Libraries).

Although the sector has varying definitions, public service mutuals are organisations that: have spun out of the public sector; continue to deliver public services; and involve a high degree of employee control.

The Mutuals Ambassadors aim to help mutuals with:

  • Troubleshooting.
  • Commercial expertise.
  • Advocacy and promotion and
  • Widening the Cabinet Office’s reach with new mutuals.

Eleanor is also able to support public sector staff considering the opportunity to spin out of the public sector by:

  • Offering troubleshooting advice and acting as a critical friend.
  • Connecting public sector staff to commercial expertise and Mutuals Information Service.
  • Attending events and conferences to promote and advocate the public service mutuals agenda.

Eleanor is a Senior Associate of Young Foundation’s Ventures team and thematic lead for Mutuals. She provides social ventures with business advice, support and access to valuable networks including potential investors and customers. Her role is to spot and nurture early stage ideas, or uncover established ventures that need support to grow.

As the Young Foundation’s first Social Entrepreneur in Residence (SEiR) she has gained experience working within large complex organisations such as NHS Birmingham East and North, and in supporting innovative Housing Associations and social entrepreneurship to address inequality across health and housing. She is also a Non-Executive Board Member of Gateway Family Services CIC.
